Ans : The documents and forms for transfer of ownership should be submitted to the concerned RTO within 30 days from the date of purchase of the bike. Failing which you will have to pay Rs. 300 late fine per month . For car this fine is Rs. 500 per month.



I have a diesel car which is registered in Delhi . Its more than 10 years old. I want to change ownership of it in my father's name. Can it be done?

Ans : No. As per NGT order, a diesel vehicle can not be driven in Delhi-NCR after 10 years. Also no transaction can be done in the RTO  other than NOC . So, ownership can not be changed in Delhi.

What is the procedure to transfer ownership of vehicle in case of death of registered owner ? Also what is the rule regarding nominee in RC ?

 Ans : The Ministry of Road Transport and Highways has made a few changes to the central motor vehicle rules of 1989 to make it easier for people who want to nominate a person in their vehicle registration certificate.

Before the new amendment took place, transferring a car to a nominee in the event of the death of the registered owner of a vehicle requires complying with a cumbersome procedures and frequent visits to different offices. The process was not uniform across the country.

When the owner of a motor vehicle dies, the person nominated on the registration certificate by the deceased or the person who succeeds to the ownership of the car can use the vehicle as his or her own for three months after the owner's death. For this, the individual must notify the registering authorities of the owner's death within 30 days of the death's occurrence.

Further, to transfer the vehicle in his or her name, the nominee will have to apply in form 31 within the period of three months from the death of the owner of the motor vehicle.

In case where the owner wants to change the nominee of the motor vehicle in case of contingencies like divorce or division of property, she/he may change the nomination.



If, the vehicle owner is not transferring the vehicle in his name after purchase then what action will be taken against the purchaser of vehicle to avoid any responsibilities after sale of vehicle?

Ans :  The vehicle may lodge complaint/FIR at the office of police authority regarding misusing / illegal using the vehicle without right ownership of vehicle and request to seize the vehicle till transfer the vehicle in his name. The register owner may submit the intimation alongwith copy of received complaint letter/ FIR of police authority for action taken, but liability will stand in the name of vehicle owner till transfer of vehicle.

How to apply for  Vehicle Ownership transfer 


In most of the RTOs process for vehicle ownership is mix of online and offline . You can apply for transfer of vehicle ownership through the “Parivahan Sewa”.

Please note that you have to apply for a transfer of vehicle ownership in favour of the buyer. Also, this online process involves some offline steps too.  

Please follow the steps mentioned below to transfer vehicle ownership :

  • Visit the “Parivahan Sewa” website
  • Click on the “Online Services” tab and select the “Vehicle Related Services” option.
  • Enter your vehicle registration number and click on the “Proceed” option.
  • Click on “Misc (TO/CoA/HPA/HPS/HPT/DupRC)”.
  • Enter your registered mobile number and click on the “Generate OTP” option.
  • Enter the OTP you received on your phone and click on the “Show Details” option.
  • Select “Transfer of Ownership” under the “Application Selection” tab.
  • Under the “Transfer of Ownership Details” tab enter the following details:


- New owner’s details.
- Current address.
- Permanent address.
- Insurance details.

  • Click on the “Payment” option and pay the requisite fees. 2 payment receipts as well as Form 29 and Form 30 will be generated after the fee is paid.
  • Both seller and buyer have to sign hard copies of the above documents. 
  • After that, the original RC, photocopy of the Insurance policy, PUC, and other documents have to be submitted either physically or via mail to the new RTO. 
  • The new RC will be sent to the buyer's address upon successful verification of the documents. If any discrepancy occurs, the RTO may inform the buyer and seller to appear before him/her for verification.
