RTO Rules regarding 10 year old diesel vehicle
10 year old diesel vehicle can not run on Gurgaon Roads . There are RTO guidelines for such vehicles .
- There is ban on 10 year old diesel vehicles as per the National Green Tribunal orders (NGT).
- In the RTO no transaction is allowed on such vehicles except HP Termination and NOC for vehicle transfer to other state.
- Duplicate RC, Transfer of ownership is not allowed on such vehicle.
RTO rules regarding 15 year old petrol vehicle
- 15 year old petrol vehicle can not run on Gurgaon roads as per NGT orders
- 15 year old petrol vehicle registered in Gurgaon automatically gets de-registered after 15 years.
- No transaction can take place on such vehicles such as vehicle NOC, HP termination, Duplicate RC, transfer of ownership etc.
RULES FOR NOC CANCELLATION OF VEHICLE
Once owner of the vehicle takes NOC on his request, then the vehicle will be technically treated de registered in the software system of RTO. The owner must re- register the vehicle at the office of destination place within one month form the date of issue of NOC. RTO can re-register the vehicle as per their state policy. If the owner of the vehicle does not want to re register, he/ she can cancel NOC issued.
NOC cancellation is 2 stage process :
- Non migration certificate or non utilization certificate from the destination RTO for which NOC was issued
- NOC cancellation from the parent RTO

ROAD TAX REFUND
While transferring your vehicle from one state to another , you need to pay road tax again in the new state. However you can claim for road tax refund from the parent RTO.
Here is the steps to get road tax refund
- Get vehicle NOC from the parent RTO
- Register your vehicle in the new state and pay road tax
- Submit the new RC copy, the old RC copy, and the other required documents to the old RTO
- The RTO processes refund of road tax
- Get demand draft for the road tax refund amount

Note - If the registered owner's address changes within Gurgaon but in a different RTO jurisdiction, an RTO NOC from the parent RTO is required. The address will be changed in the new RTO.

I have a diesel car which is registered in Gurgaon RTO . It is 2006 model. Can I apply for NOC ?
Ans : Yes, you can apply for NOC for other city or state . More than 10 years diesel cars are not allowed to run in Gurgaon. However they can take NOC to other RTO before completion of 15 years . After 15 years NOC can not be issued.
I have been shifted to Mumbai ? Do I need to be present at Gurgaon RTO to apply for NOC of car which is registered in Gurgaon RTO ?
Ans : No. To apply for NOC from Gurgaon RTO neither physical presence of registered owner nor physical presence of vehicle is required . Just you need to send required documents for NOC of car to Itzeazy office . We will get the work done and send back your NOC to your Mumbai address.
Will my vehicle’s registration in the Gurgaon RTO be valid if I obtain NOC to move my vehicle from Gurgaon to other state but do not complete the process of re-registration?
Ans : Vehicle's registration in Gurgaon RTO is not valid, once NOC for the vehicle is issued. You can not approach RTO for any service like duplicate RC, fitness, ownership transfer. Its advisable to re-register the vehicle to new RTO as soon as possible. If RC or NOC gets lost in between , its very complicated scenario . Also you will not be able to claim insurance in case of accident or any other mis-happening.
Is crime report mandatory for getting NOC of the vehicle? Will I have to arrange it myself or Itzeazy will arrange it me ?
Ans : Crime report is mandatory for getting NOC . You can get it from police commissioner office. If you book order with Itzeazy, we will arrange it for you.
How much road tax I will have to pay in the state where I am moving vehicle ?
Ans : Once you get NOC from Gurgaon , you need to pay road tax in the city where you have moved your vehicle and also need to do re-registration of vehicle. Road tax amount will depend on the road tax rate for that particular vehicle category and should be paid on the depreciated value of the vehicle.
