Ans : Yes, you can apply for NOC for other city or state . More than 10 years diesel cars are not allowed to run in Gurgaon. However they can take NOC to other RTO before completion of 15 years . After 15 years NOC can not be issued.
I have been shifted to Mumbai ? Do I need to be present at Gurgaon RTO to apply for NOC of car which is registered in Gurgaon RTO ?

How much road tax I will have to pay in the state where I am moving vehicle ?
Ans : Once you get NOC from Gurgaon , you need to pay road tax in the city where you have moved your vehicle and also need to do re-registration of vehicle. Road tax amount will depend on the road tax rate for that particular vehicle category and should be paid on the depreciated value of the vehicle. Can we ride a bike in another state?
Ans : You can ride bike in another state for 1 year period as per motor vehicle act. After this period its compulsory to re-register the bike.
What to do if the NOC of a bike expired?
Ans : NOC of a bike never expires. However you need to register your bike in the next RTO within 1 month from the date of issue of NOC. After 1 month there is late fine of Rs. 300 per month. So, its advisable to re-register bike as soon as possible.
Why is NOC required for a bike?
Ans : If you are shifting your bike from one state to another, bike NOC from parent RTO is required. NOC for bike is no objection certificate from the RTO. It signifies that there is no outstanding tax dues, pending challans or crime incident is there.
How much time will it take for NOC?

Do we need to submit an original RC for NOC in Gurgaon ?

Ans : To re-register car now, you will have to pay 2 types of late fine :
- Rs. 500 late fine per month
- Interest on the road tax payable amount . Normally its 1% per month on the road tax amount.

RTO Rules regarding 10 year old diesel vehicle
10 year old diesel vehicle can not run on Gurgaon Roads . There are RTO guidelines for such vehicles .

RULES FOR NOC CANCELLATION OF VEHICLE
Once owner of the vehicle takes NOC on his request, then the vehicle will be technically treated de registered in the software system of RTO. The owner must re- register the vehicle at the office of destination place within one month form the date of issue of NOC. RTO can re-register the vehicle as per their state policy. If the owner of the vehicle does not want to re register, he/ she can cancel NOC issued.
NOC cancellation is 2 stage process :
- Non migration certificate or non utilization certificate from the destination RTO for which NOC was issued
- NOC cancellation from the parent RTO

What is vehicle no objection certificate
Gurgaon RTO issues NOC for vehicle, while vehicle is shifted out of Gurgaon. It is an important document from the Gurgaon RTO that would be required for re-registration in the new state. You won’t be requiring this if you are planning to stay at your transferred location for shorter duration.
