Ans : Since your car is registered in Mumbai , so application for hypothecation termination should be submitted to the parent RTO in Mumbai. 

Once Hypothecation termination is done, application for ownership transfer should be submitted to the RTO in Pune.  After completion of the RC transfer process in Pune, buyer will get RC in his name .

My car was registered in Mumbai. I have moved to Pune . I want to change address on RC. Do I need to take NOC? What will be the procedure to change the address ?

​I am selling my car which I bought after taking loan from a bank . Is it mandatory to repay the loan fully before selling it ?

Ans : When vehicle is hypothecated it can not be sold without removing hypothecation from the vehicle record in the RTO .   So if you are selling your vehicle its mandatory that you must repay he loan completely . After that only transfer of ownership can be done.


Can I transfer vehicle ownership online in Pune ?

Ans : As of now the vehicle ownership transfer process is not online completely in Pune. Only RTO fees can be deposited online. However , application form along with supporting documents is to be submitted physically to the concerned RTO where vehicle is registered .

Ans: No,an instructor can not accompany you for your test. An Inspector of the Transport Department will test you for your driving abilities and you have to bring your own vehicle for driving test of the same categories.

Can I alter the motor vehicle?

Ans. Under the provisions of section 52 of Motor Vehicle Act, the alteration of Motor Vehicle is allowed after prior permission of registering authority. If registering authority feels the sufficient ground to alter the vehicle, the permission is granted. The conversion like from fuel Petrol to C.N.G. is also allowed after the permission in case of engine assembly.

How should I prepare for the driving test? 

Ans:  Apart from the obvious driving skills, you will be tested on your ability to maneuver your vehicle in a crowded area. The theoretical part of the test pertains to your ability to recognize road signs, simple queries about the assemblies and about signals, sensors, and indicators of vehicle system.

​I am based out of Pimpri Chinchwad in Pune . I have bought a used bike which is Delhi registered . How I can change ownership in my name in PCMC ?
